"A government agent goes to a planet where humans escaped to start a society like King Arthur had. He wants to help them beome a democracy. There are a number of people with ESP who are witches and warlocks. The agent finds that he has some ESP powers and helps the people stop an organization from making the world into a dictatorship. He marries a local witch and stays there."
