Jack Ryan is an intrepid CIA agent. The director of intelligence has recently fallen ill and Ryan takes over. He is called on by the President of the United States to solve the murder of businessman Hardin and his family upon their yacht. Ryan discovers that this seemingly respectable man actually has ties to the Columbian drug cartels and was killed for laundering 650 million dollars of drug money.

The US government seizes the funds and unbeknownst to Ryan and the American public, the President orders a covert military force, Operation Reciprocity, to dispose of the cartels in Columbia. Among their targets is Ernesto Escobedo, a drug kingpin and murderer of the Hardins. His intelligence officer, Cortez has plans to stage a coup and take over the cartel. Ritter and Cutter, the men responsible for the operation, hire Clark to oversee the operation in Columbia.
The men proceed to take out drug factories and meetings places of druglords. Ryan travels to Columbia to further investigate the cartels and the murders. The Columbian government wants a share of the seized funds, so negotiators including Jacobs, director of the FBI, go to Columbia. Cortez finds out and ambushes the men, killing all but Ryan. Using computer technology, Ryan hacks into Ritterˇ¦s computer system and finds out about the clandestine operation. He plans to reveal Ritter and Cutter and is appalled to learn that the scandal goes all the way to the top, the President.
Cortez strikes a deal with Cutter, in exchange for reduced drug shipments to the United States Cortez will receive maps of the locations of the operation and their communication will be cut and leadership of the cartel. With this information, Cortez kills the men of the operation save for a few who are taken prisoner. Clark is livid but Ritter and Cutter blame Ryan. Ryan returns to Columbia and convinces Clark that Ritter and Cutter are the ones at fault and the two embark on rescuing the imprisoned soldiers who are being held by Cortez in one of Escobedoˇ¦s drug processing facilities.
Ryan reveals to Escobedo the deceit and treachery of Cortez. But Cortez kills Escobedo instead. Clark and Ryan play a deadly game of cat and mouse with Cortez in order to rescue the prisoners. They save them, kill Cortez and return home. After this scandalous failure, the President begs Ryan not to go public with this information; but, he refuses to do so. Ryan stands by his devotion to the truth and the oath he has made to the American public.

When the U.S. Coast Guard boards a missing yacht, the action begins. The President becomes involved. Why? It's a longtime friend's yacht. Drugs are involved, and the President is livid. He promised that drug trafficking would be halted. Now he must take action. Clandestine action. He doesn't want to know what's going on, but he's given the CIA the green light. A Latin Special Ops unit is created, and the story begins in earnest with nighttime assaults on cocaine factories, etc. Drug interdiction intelligence is forwarded to CIA operatives offshore, and drug runners in small aircraft flying at low levels are shot out of the air. When the operation is compromised, the President and the CIA abandon the mission, leaving the Special Ops personnel to die. Dr. Ryan won't let that happen, nor will he be blackmailed by the President into lying before members of Congress regarding the failed operation.

The Columbian Cartel puts the hit out on a wealthy American man in buisness with them. The president is enraged that the Cartel could be so bold. A special task force of elite latino soldiers is recruited and placed behind enemy lines. Their job is to destroy cocaine processing sites. Things are going fine until their support personel are pulled from the project by a high ranking government official. It is a race against time to get them out before thay are slaughtered by local Cartel malitia.
This book was the first Tom Clancy novel I read and it remains one of my favorites.
