"Helward Mann is from Earth. Not the planet earth but the city Earth that is on a strange planet, a planet where the ground moves and the residents of the city are in a constant struggle to keep their city moving towards the optimum. The optimum is the place on this strange planet where the conditions are most like planet earth. South of the optimum time moves quickly and the people are short and squat, furthur north of the optimum people appear tall and thin and time passes very slowly. During one of his exploring expeditions North of the optimum Helward meets Elizabeth Khan, a woman who claims to be from the planet earth and what she reveals shocks the city of earth and causes a rising of opposing political groups that wish to stop the progress of the city altogether."
