"Luke is an illegal third child in a futuristic society, where families are limited to having two children. His parents must hide him in the house so the population police will not find him. Luke has always lived a quiet and lonely life. He wishes he could play outside again like he used to before the government cut down the woods behind their house. He hates that he can't go to school or any place for that matter.
The woods that were cut down behind the family's farm are developed into a neighborhood. After studying his new neighbor's house for a while he discovers that there is a third child living there too. He eventually gets the guts to go over and met her. They become really good friends and Jen soon informs him of all about other shadow children; who also have to hide from the population police. Jen tells him about a big rally that she's organizing to support the hidden children. Luke does not know if it is such a good idea. He worries that it will not work and they will get shot for nothing. He must decide if he has the nerves to go with Jen and fight for his freedom and the freedom of all the other third children."
