Plot Summary of Section 31 - Rogue
"This story is SUPPOSED to be about Section 31, the Federation's version of the CIA. But the story actually has very little to do with Section 31. Most of the story is about the political machinations on a planet, combined with the discovery of a new and powerful Romulan energy source. Also there is a subplot where Lieutenant Hawk (the navigator from Star Trek First Contact) is revealed to be a homosexual, and he mates with his gay partner (no, not Riker)."
