Lucky and Bigman have to find out who's sabotaging "Project Light", a project to harness solar energy and beam it back to Earth. They also have to solve the mystery of a murder of a congressman's aide. By the end of the book, it turns out everyone's guilty. The only good part of this book: the buddy scene that Lucky has with a mentally ill robot on the surface of Mercury.
