Was Sep Smith the real Foxy Funderburg? I can't seem to get much information about this, and I would appreciate any information that might resolve this.

Was the character Foxy Funderburg based on a real person? Specifically, was he modeled on a shadowy Illinois figure named Sep Smith? I don't know the particulars, but I heard others say that he was the inspiration for Funderburg. Thank you.
